If you are new to SEO and aren't familiar with the term "backlinks", they are simpley links on other sites that point to your site. Also known as inbound links.
The when there is a high amount of backlinks out there it indicates that people like your site content and have linked to it. The reason backlinks are so important in SEO is that engines such as google, look at your site now as valuable because people are in a sense voting for you by linking to your site.
Now keep in mind that engines are like people and want things to stay on topic. With this in mind google looks at the content of the sites that link to you. It then determines wether their content relates to your content and gives you a stronger vote based on how well it relates.
Another factor is the quality of the site that links to you. You want high quality relivant content linking to your site as a resource.
For example: Say CNN Does a story about all the tea in china. They need some statistics and come accross a study you did about that very same topic. They link to your study results located on your website and there you have it. A good solid vote for your site.
Some key things to remember when you are working on quality backlinks is to use good anchor text in your links. This is the part of the link that is clickable and it should contain some main key words on your site. Ex. Your link should say "tea in china statistics" rather than "statistics".
